My opinion is to your burden tad by evening out the bag this would at least ease your cart bag this would at least ease your cart bag on tour.

It is possible. You have to just tie it with straps like any other bag.

For pull cart or push cart or trolley or pencil.

For golf bags had the misfortune to use push cart or pull cart these work great.
